I believe in maintaining an active working landscape of farms, forests and fisheries that work in harmony with vibrant towns. ESLC has been a leader in making sure these four topics are a reality.

James Mullin has a BS in Agricultural Economics and Resource Management from the University of Delaware. Mullin received his Senior Residential Appraiser (SRA) designation in 1996, served as President of Cecil County’s Board of County Commissioners from 2008 to 2012, and has spent more than 35 years practicing real estate appraisal through his company, Mullin Appraisal Service. He has devoted time to myriad boards, councils, and organizations, including the Maryland Rural Development Corporation, the Maryland Watermen’s Association, the Maryland Resource Conservation and Development Council, the Maryland Oystermen Association, the Upper Shore Regional Council and Cecil County’s Board of Parks and Recreation. Mullin has served on ESLC’s Board of Directors in varying capacities for more than twenty years, most recently as an Advancement Committee member, Vice Chair, and Chair. Currently a resident of Earleville, Mullin grew up in Delaware and Maryland with family scattered throughout the Delmarva Peninsula.
